Human Services Agency of San Mateo County Receives Accreditation
Human Services Agency of San Mateo County (HSA) is the first social services agency in California to receive accreditation across all eligible services. It is one of a handful of public agencies in the nation to attempt accreditation under so many different service standards. Get Healthy San Mateo County Task Force Launches New Web Sites
Two new Web sites have been launched by the Get Healthy San Mateo County Task Force: www.gethealthysmc.org and www.yspacesmc.org. The overall mission of the Task Force is to work collaboratively with all stakeholders to develop strategies that will reduce and prevent obesity and other health risks of unhealthy eating and lack of physical activity among all children in San Mateo County. 

Prevent the Spread of Flu
The San Mateo County Health Department recommends flu shots during the fall season. Most healthy people who get the flu may be ill for a few days with a high fever, muscle pain, sore throat and weakness; however, the flu can cause serious problems for some people. That is why it’s important for them to get a flu shot every year. The flu vaccine is safe, effective and cannot cause the flu. PG&E Free Energy Efficiency Education Class Schedule Released
PG&E offers free energy efficiency classes to all audiences. Visit www.pge.com/energyclasses for a list of classes that address a wide variety of topics and resources from PG&E's free tool lending library to calculating the financial metrics of efficiency upgrades to updates on green building ordinances. AIA (American Institute of Architects) and NCQLP (National Council on Qualifications for the Lighting Professions) credits are available and some classes are simulcast on the Internet. Register early as there are a limited number of spaces available.

Economic Stimulus Payments
More than 8,500 residents of San Mateo County have yet to claim economic stimulus payments.
With the cost of energy, food and other expenses on the rise, the economic stimulus payments are as critical as ever and assistance is available to those who need it. If you know someone who has not filed their Economic Stimulus Payment (ESP), they have until October 15, 2008 to file for their payments. For free tax assistance call 800-358-8832 for locations or North Peninsula Neighborhood Services at 650-588-8822 for an appointment.

Portola Valley Laptop Pilot Project
The new Portola Valley Library will be instituting a pilot circulating laptop service for Peninsula Library System (PLS) patrons with library cards in good standing. The service will consist of six laptops that will circulate for two hours inside of the library. These laptops will be installed with the same applications as the public access computers and will connect to the Internet via the library wifi. Printing will not be supported and files must be saved to a flash drive or uploaded online via email attachment. For more information about the project click here...

Women in County Government Recognition Awards Nominations Due October 31
The Women in County Government (WICG) Governing Board invites the recognition of accomplished women employed by the County of San Mateo. The purpose of the recognition program is to acknowledge and honor county women employees who have demonstrated success through their commitment in the areas of Community Service, Self-Development and Public Service. The 18th Annual Recognition of Women in County Government and Charity Event will be held December 15 in Burlingame. For more information on nominating someone, click here...

Agency Updates
PeninsulaWorks has launched a new Web site. Visit www.peninsulaworks.org and note the more organized format to better serve the county's job-seekers and employers.

The new Redwood Shores Library has opened at 399 Marine Parkway, Redwood City, California 94065. The phone number is 650-780-5740.

Rebuilding Together Peninsula has moved to 841 Kaynyne Street, Redwood City, CA 94063. Their mailing address remains P.O. Box 4031, Menlo Park, California 94026 and their phone number, 650-366-6597, has not changed.

Resource Highlight

CIP maintains a database of more than 2,600 nonprofit agencies, government programs, community clubs and social, service, environmental and fraternal organizations that serve residents of San Mateo County. In each issue of the Resource Bulletin, we feature one or more resources to help familiarize readers with the depth and breadth of the database. Following is the highlight for this month.

Fall is in the air and that means cooler temperatures. PG&E offers various programs to assist customers keep warm and pay their bills. Read on to learn more.

Provides assistance to senior, low-income or disabled customers in paying utility bills. The various programs providing assistance are the Home Energy System Assistance Program (HEAP), Relief for Energy Assistance through Community Help (REACH) and California Alternative Rates for Energy (CARE).

Other services include life-support equipment coding, third-party notification of shut-off of service for non-payment, braille markings for appliance controls and medical baseline quantities. Offers free home weatherization to low-income customers and appliance efficiency programs. Also offers incentive programs for commercial, industrial and agricultural customers.

Community Calendar Highlights

Bay Area Heart Gallery
October 1 - 30, 10:00 am - 9:00 pm (Monday - Saturday) and 11:00 am - 7:00 pm (Sunday). This photo exhibit raises awareness about the 10,000 local children who are awaiting permanent, loving homes. Included is a series of photographs dedicated to San Mateo County adoptive and foster families. These family portraits display the sustaining power of love and family.

The Bay Area Heart Gallery Team is a partnership of four public and private agencies serving children and youth in foster care, working together with volunteer photographers and artists from throughout the Bay Area. The partner agencies are Alameda Social Services Agency, San Francisco Human Services Agency, San Mateo County Human Services Agency and Family Builders. The result is a photo exhibit, of children, youth and families, accompanied by their stories.

Family Caregiver Mini-Sabbatical
Tuesdays, October 7 - 28, 3:00 pm - 4:30 pm. This four session “mini-sabbatical” is for family members who are helping an older spouse, parent or sibling, especially someone with increasing memory loss or confusion. It is an opportunity to get some respite and relaxation while refreshing caregiving skills. Topics will include creating/preserving a support system for the caregiver, stress reduction techniques, communicating more effectively, improving caregiving skills and handling challenging behaviors.

IDA Savings Program Orientation in East Palo Alto
October 9, 6:30 pm - 8:30 pm. Do you need help paying for college or training? Do you have an idea to start a small business? Do you want to learn more about how to manage your money? Come learn about the IDA Savings program – a matching grant program that offers up to $4,000 per family. Learn about program benefits, how to qualify and apply on-the spot during this free orientation. One hour will also be devoted to tax preparation. The IDA Savings Program is for low-income working people in San Mateo County. This training, aside from the tax information, will also be held October 28 and November 5. Beyond the Background Check: Incorporating SAFE Practices Into Your Program
October 14, 11:30 am - 3:00 pm
. Screening potential volunteers continues to be one of the most over-looked yet crucial steps for any program that places children and youth with adult volunteers. Most training resources have general guidelines, but how do you decide what is appropriate for your program? And how do you teach gut instinct to staff members so they can identify potential applicants who wish to do harm?

Based on current research, the mentoring field's Recommended Best Practices and Friends for Youth's nearly 30 years of experience, this workshop offers practical, tested tools to prevent child predators from infiltrating organizations and turning children into sexual abuse victims. The workshop is designed for program staff of any youth-serving organization; managers of volunteers who work with children and youth; trainers for volunteer and youth-serving programs; supervisors of direct staff; and administrators of youth-based programs, including supervised and site-based.

Sponsored by The Mentoring Coalition of San Mateo County, the training will be presented by Sarah Kremer, Program Director, Friends for Youth's Mentoring Institute. Copies of SAFE (Screening Applicants for Effectiveness): Guidelines to Prevent Child Molestation in Mentoring and Youth-Serving Organizations, will be available for $10.

Rebuilding Together Peninsula Application Deadline
October 15. Rebuilding Together Peninsula (RTP) strives to improve the lives, homes and community facilities of low-income individuals while providing a positive volunteer experience for community members and partners. Every project that RTP undertakes is unique. Each work site comes with a different history, need, scope of work, and volunteer team.

RTP provides a variety of services from yard cleanup and painting to skilled repairs of plumbing, windows, electrical systems and flooring. They also repair or replace roofs on homes and community facilities.

National Rebuilding Day is an annual event that takes place every year in April. For this one-day rebuilding event, thousands of volunteers and corporate sponsors unite to rehabilitate the homes and community facilities of low-income neighbors and revitalize communities across the Peninsula. The next National Rebuilding Day will be held April 25, 2009, but applications for services are due October 15. Leadership Reveille
October 15, 5:30 pm - 9:30 pm. Since March, Threshold 2008 has brought together nearly 1000 people to discuss the future of housing in San Mateo County. This started a public conversation about the complex choices facing our communities. Hear what they said and explore how to move forward together at this event, sponsored by the Open Square Foundation.

Housing Leadership Day

Fifth Annual Nonprofit Boot Camp
October 18, 9:00 am - 6:00 pm. Nonprofit Boot Camp is a community effort planned, produced and promoted in partnership with over 100 local organizations. Its focus is to educate, empower and connect the next generation of nonprofit leaders and social entrepreneurs. 2008 participants will have the opportunity to choose between six Educational Tracks: Nonprofit Basics, Fundraising, Social Entrepreneurship, Technology, Big Ideas, and Lobbying and Advocacy.

Highlights include a choice of over 15 seminars, panels and interactive workshops covering the essentials of starting and running a nonprofit or social enterprise; an exhibit hall featuring more than 50 organizations that support nonprofits and social entrepreneurs; one-on-one nonprofit consulting and career counseling sessions; facilitated networking and community lounge; greening strategies to reduce environmental impact and opportunities for participants to apply for grants through “Reality Grantmaking.” Nonprofit Boot Camp is sponsored by Craigslist Foundation, the David and Lucile Packard Foundation and Zazzle.

California Women Lead, San Mateo County Chapter, Screens What's Your Point, Honey?
October 18, 11:30 am - 2:30 pm. California Women Lead, San Mateo County Chapter, will be screening the independent documentary film What's Your Point, Honey?, directed by Amy Sewell and Susan Toffler. This non-partisan look at the challenges facing women who seek the highest levels of political office focuses on the importance of developing the leadership skills of young women.

Pacifica Gardens First Harvest Fundraising Dinner
October 18, 5:30 pm. Celebrate the growth of Pacifica Gardens, a 30,000 square foot urban agricultural project located on an abandoned soccer field at Linda Mar School, 830 Rosita Road, Pacifica. This community-based project has plans to include community garden beds; gardens for children, seniors and the disabled; native and bee gardens; a fruit mini-orchard; and food forest, herb, flower and biointensive market gardens. Programs in development include school garden demonstration and education; backyard edible garden demonstration; community education classes and workshops; and composting. Enjoy live music and a silent auction.

Mandated Reporter Training
October 21, 6:00 pm - 8:00 pm. San Mateo County Children and Family Services is offering training for mandated reporters who are either living or working in San Mateo County. This training will cover Mandated Reporter Law, CWS Redesign/SIP, Child Abuse Indicators and an Overview of Differential Response. Two CEUs will be offered to LCSWs, MFTs and MFCCs.

Hoarding and Cluttering Conference
October 29, 9:00 am - 4:00 pm. The Mental Health Association of San Francisco (MHA-SF) presents this conference. Compulsive hoarding and cluttering refers to the acquisition of and failure to discard a large number of possessions, which appear to be useless or of limited value, in an attempt to decrease stress and anxiety. This serious and prevalent problem can lead to eviction and homelessness. It is often a feature of several psychiatric disorders such as obsessive-compulsive disorder, attention deficit disorder and major depression, and can be caused or aggravated by problems associated with increasing age or physical disabilities. The keynote speaker will be David Tolin, Ph.D., Director of the Anxiety Disorders Center at The Institute of Living at Hartford Hospital.

DOVIA San Mateo County Quarterly Meeting
November 4, 9:00 am - 11:00 am. The topic for this month's meeting is Back-to-Basics: How and what do we do to attract volunteers to our organizations. "DOVIA" is the generic name for "Directors of Volunteers in Agencies" Association. DOVIAs are local professional associations made up of leaders of volunteer programs. Members are local volunteer managers from nonprofit and government agencies who share, network and discuss local volunteer related issues as well as broader issues facing the professional.

An Evening with Children's Authors
November 5, 6:00 pm - 9:30 pm. Family Connections, with the support of Linden Tree Bookstore and Hiller Aviation Museum, is sponsoring this celebration of the creative process behind children's literature. The event features presentations by authors/illustrators Jeanne DuPrau (The City of Ember), Anna Grossnickle Hines (1, 2, Buckle My Shoe) and Thacher Hurd (Mama Don't Allow). Enjoy refreshments, a raffle and book sales and signings. This event is not recommended for children. All proceeds benefit Family Connections, a tuition-free parent participation preschool for low-income families, where parents learn positive parenting skills while their children develop the skills necessary to succeed in kindergarten and beyond.

Human Services Agency of San Mateo County Receives Accreditation
Human Services Agency of San Mateo County (HSA) is the first social services agency in California to receive accreditation across all eligible services. It is one of a handful of public agencies in the nation to attempt accreditation under so many different service standards. The accreditation means that HSA is committed to providing the best possible services, above and beyond mandated guidelines.
 
It also shows that HSA is capable of self-evaluation and motivated to meet the needs of the communities it serves. When faced with the need for change, staff at all levels addressed those critical areas and corrected them.

According to Beverly Johnson, HSA Director, in an email to employees, HSA "has accomplished something...that changes the world around us. We have raised the bar for the delivery of public human services, both here in California and beyond...you are the standard bearers for excellence in the delivery of social services."

Costumes for Kids
Halloween costumes can be beyond the budget for some families. Costumes for Kids was established to provide a source of costumes for needy families and accepts donations year round. Wigs, masks, makeup, accessories and other Halloween related donations are all needed.

An estimated 400 costumes were distributed to the children of San Mateo County last year. To donate this year, costumes can be dropped off at 550 Quarry Road, San Carlos or sent via PONY to HSA201, or to 2500 Middlefield Road, Redwood City, PONY HSA147. Pickups are available. V3 Campaign Launches New Web Site
The V3 Campaign (Voice Value Votes of the Nonprofit Sector) will make the voice of the nonprofit sector heard, its value realized and its votes counted in every election in America. It gives unprecedented access to every candidate who seeks your vote. Any nonprofit employee, volunteer, funder or friend can, with the push of a button, ask men and women who are running for office to detail how they would partner with and strengthen the sector to achieve their vision for their city, state or the country.
 

By entering your address, the V3 Campaign Web site will identify all candidates running for office in your community. You can then send the V3 Campaign questions to all of the candidates, to determine which has the vision and understanding required to take full advantage of the vast resources that the nonprofit sector has available.

The V3 Campaign will manage a blog to post the candidate responses, allowing visitors to the site to rate the ideas that are submitted. The candidates to whom you send the V3 Question will respond directly to you; then you forward the responses to the V3 Campaign. This direct connection between candidate and potential constituent is key. They want your vote, we want their ideas. Once the responses are posted, you can leave your feedback on whether or not the response is innovative enough to warrant your vote and allow others in your community to view it and make that decision as well. 

For the first time, a candidate who is running for office in a small town thousands of miles from Washington, DC who feels strongly about the important role nonprofits play in society, can share his or her innovative ideas by answering the V3 Question. A member of their community can then have it posted on the V3 Web site, and suddenly nonprofit Executive Directors, employees, volunteers and other men and women running for office all over America can view, rate and potentially build on their ideas.

To submit a question, visit the V3 Web site, enter your zip code, click send a letter, choose who you want to send it to, add a personal message and the V3 Question will be sent from your email address. Once a response is received forward it to responses@v3campaign.org and it will be posted on the soon-to-be-unveiled blog where you will be able to see the responses, rate them, leave your comments and join in a national dialogue about our future.

With the V3 Campaign, every election in America will have the opportunity to reach out to the millions of nonprofit constituents and detail how they would work with them to tackle social issues. It is a way to help make real change happen. For more information

Prevent the Spread of Flu
The San Mateo County Health Department recommends flu shots during the fall season. Most healthy people who get the flu may be ill for a few days with a high fever, muscle pain, sore throat and weakness; however, the flu can cause serious problems for some people. That is why it’s important for them to get a flu shot every year. The flu vaccine is safe, effective and cannot cause the flu.

The flu shot is recommended for persons at high risk of complications from the flu, including children aged 6 months until their 18th birthday; people 50 years of age or older; residents of nursing homes; people with chronic heart or lung disease, kidney disease, asthma, diabetes, cancer or HIV/AIDS; women who will be pregnant during the flu season; household contacts of persons at high risk for complications from the flu; household contacts and out-of-home caregivers of children less than 6 months of age; and healthcare workers.

The best time to get the flu shot is late October through December. The flu season is usually from November to March. You can get your flu shot from your healthcare provider or check www.flucliniclocator.org. The San Mateo County Health Department also has flu shot clinics for people 60 years of age and older and other adults with long-term health problems for a $5 donation. Grantmaking News
Silicon Valley Community Foundation has announced new grantmaking strategies and The Foundation Center will present a close-up look at funding in San Mateo County.

Silicon Valley Community Foundation is focused on innovative solutions that solve problems and improve the quality of life throughout San Mateo and Santa Clara counties. The Foundation has examined the diverse needs across our region, evaluated the best practices of its parent foundations and incorporated community input before launching a new set of grantmaking strategies. The Foundation Center presents a close-up look at funding in San Mateo County. Panelists will describe their organizations' funding programs and guidelines as they pertain to the County, as well as provide "insider tips" for making a compelling case for a funding request. Cyberbullying Resources
A PLS Public Services Librarian shared an article, "How to Handle Bullies: Schoolyard aggressors have gone online" from the School Library Journal listing Web sites with resources to deal with cyberbullying.

Foothill College's QUEST Program and Certificate in Gerontology
Foothill College is launching two new programs this quarter, a Certificate in Gerontology and the QUEST Program which provides lifetime opportunities for intellectual, social, cultural and wellness development for adults age 50 and older.

The College will be holding a one-day conference on the QUEST program; presentations include Exploring the Human Potential, Creating Wellness and Getting Along Better with Your Loved Ones: Conflict Resolution in Families. The conference will be held October 4, 10:00 am - 3:00 pm in the Foothill College Cafeteria, 12345 El Monte Road, Los Altos Hills. It is free and open to the community and lunch is included. Foothill also offers a Certificate in Gerontology. Portola Valley Laptop Pilot Project
The new Portola Valley Library will be instituting a pilot circulating laptop service for Peninsula Library System (PLS) patrons with library cards in good standing. The service will consist of six laptops that will circulate for two hours inside of the library. These laptops will be installed with the same applications as the public access computers and will connect to the Internet via the library wifi. Printing will not be supported and files must be saved to a flash drive or uploaded online via email attachment. 

Because these are high-value items, the laptops follow a different loan rule than other items. They will be available for in-library use for a total of two hours. After the two hours are up, there will be a 15 minute grace period and then fines begin accumulating at the rate of $5 per hour for a total of 10 hours. The maximum fine is $50. Overdue notices are sent to patrons at 24 hours and 48 hours. Billing occurs at 72 hours. The total bill includes the price of the laptop ($1750), the maximum fine ($50) and a service charge ($15) for a total bill of $1815. Women in County Government Recognition Awards Nominations Due October 31
The Women in County Government (WICG) Governing Board invites the recognition of accomplished women employed by the County of San Mateo. The purpose of the recognition program is to acknowledge and honor county women employees who have demonstrated success through their commitment in the areas of Community Service, Self-Development and Public Service. The 18th Annual Recognition of Women in County Government and Charity Event will be held December 15 in Burlingame.

To acknowledge outstanding performances of your fellow female colleagues, submit a one to two page detailed description of your nominee, with specific details about her successful accomplishments.
