New Help at Home Available Soon
The 2008/2009 edition of Help at Home: A Guide to Assist San Mateo County Residents to Remain at Home will be available on Tuesday, May 6. This version features a new and improved format and a more user-friendly Table of Contents. Printed copies in English will be available May 6; Spanish and Chinese versions will be published at a later date. For free printed copies of the English version, contact CIP after May 6 at 650-802-7950 or email gaggero@plsinfo.org. A PDF version will also be available online at the CIP Web site, cip.plsinfo.org/hah.htm.
Senior Mobility Guide Update 
In addition to English, the Senior Mobility Guide can now be downloaded in Spanish and Chinese by visiting cip.plsinfo.org/resources.htm. The guide provides information about a wide range of programs and services that can help seniors stay mobile, active and connected to the community. These programs range from help remaining a safe driver to specialized services for people who need assistance getting out into the community. Regardless of the situation, most likely there is a resource that can help. The Senior Mobility Guide will soon have its own Web site. Watch for details in next month's Resource Bulletin.
Adult Abuse Prevention Collaborative Announces New Monthly Meetings
The Adult Abuse Prevention Collaborative (AAPC) is in the process of considering how best the county can respond to and reduce elder and dependent adult abuse in our community. Through innovative community education programs, the AAPC hopes to address these issues by increasing the community's awareness of this serious problem. Threshold 2008 Online Dialogue on Public Voice for Housing Choices: May 5 - 16

Bay Area libraries have launched an unprecedented marketing campaign to reintroduce communities to their local libraries. Taking its cue from “Got Milk?” and similar industry image-raising efforts, the Free2 Campaign is designed to raise awareness of the central role libraries play in people’s lives and how libraries are meeting increased demand for a new host of services, from Internet access and video games to health care information and dance classes. Sheriff's Office Summer Internship Program: Applications due May 16
The San Mateo County Sheriff’s Office is offering Summer Internships to individuals 18 years of age and older. In each issue of the Resource Bulletin, we feature one or more resources to help familiarize readers with the depth and breadth of the database. Following is the highlight for this month.
Summertime is nigh, but the livin' ain't so easy! A rocky economy and budget constraints may mean a difficult time for young people seeking summer jobs this year. Jobs for Youth helps teens, age 14-21, develop interviewing skills, learn how to fill out job applications, use the Internet to find a job and gain the confidence necessary to seek out employment.

Highlights
Grand-Orange Emancipated Foster Youth Open House
May 8, 11:00 am program; tours from 1:00 pm - 5:00 pm. Every year there are more than 400 children in San Mateo County's foster care system. At age 18, many of these youth are unable to find permanent housing. Far too many become homeless once "aged out" of the system. As a result, the San Mateo County Board of Supervisors has created an array of services to help these youth. The services include moving and relocating assistance, employment services, emergency aftercare, furniture and clothing assistance and housing support. Recognizing that affordable housing is the critical need, the Board set aside funding to develop permanent transitional housing for emancipating foster youth. With the support of the City of South San Francisco and Youth and Family Enrichment Services (YFES), the Board invites the public to an Open House at the Grand Orange Triplex, the first of three housing ventures designed to assist foster youth transition successfully to independent living in our county.

Law for Tenants Lecture
May 8, noon. Landlords and tenants both share in rights and responsibilities when it comes to rental property. For landlords, these rights and responsibilities minimize loss of income and avoid mistakes that can lead to court-imposed fines. For tenants, rights include fair housing, matters of habitability, protection from discrimination and harassment and the responsibilities of paying rent on time and abiding by rental policies. Knowing and understanding your obligation within the rental agreement makes for easier living for both landlord and tenant. Learn more about landlord law at this free lecture presented by Richard F. Kelly, Esq., former Court Commissioner, Superior Court of California, County of San Mateo.

Affordable Housing Week 2008
May 10 - 17. Affordable Housing Week 2008 will bring local stakeholders together with policy makers and the public to make affordable housing a reality in our community. Throughout the week, the Housing Leadership Council (HLC) will educate policy makers and county residents about how more homes will make San Mateo County a stronger community.
HLC and their members and partner organizations across the Bay Area will raise public awareness of our acute need for more affordable homes, and promote viable and effective tools that can make them a reality.

Senior I&R Monthly Forum on Hoarding

Fourteenth Annual Bike to Work Day
May 15. On this day, tens of thousands of residents from all corners of the Bay Area will put aside their car keys, don their helmets and bike to work. They will be seen on two wheels, big wheels, tandems and hybrids. Ride your bike to work, to class, to errands or to play. Throughout the Bay Area, dozens of local events taking place during the month of May will get people excited about bicycling and the benefits it provides for public health, traffic reduction and our environment.
Stop by one of over 190 Energizer Stations strategically located throughout the Bay Area and be greeted and cheered by volunteers handing out complimentary treats, tote bags and bicycle commute-related information. Find a list of these Stations at www.bayareabikes.org/btwd/index.php.
Celebrate National Bike Month throughout May by participating in events such as the Team Bike Challenge, a competition that challenges folks to ride for the entire month of May to earn points and win prizes. California Women Lead Workshop

The San Mateo County Chapter of California Women Lead (formerly California Elected Women's Association - CEWAER) invites women interested in learning more about the process for seeking appointments to City, County and State Boards and Commissions to attend their inaugural event. This workshop will include a panel discussion with elected officials who make appointments at the City and County level as well as information about the process for becoming a State-level appointee.
California Women Lead is a nonpartisan, nonprofit association dedicated to provide leadership and campaign training, networking opportunities, and policy forums for women interested in or who hold elected and appointed offices.

Seventh Annual Soul Stroll 2008
May 17, 9:00 am - 1:00 pm. The Mills-Peninsula Health Services African American Community Health Advisory Committee (AACHAC) will hold its seventh Annual Soul Stroll for Health 2008 Walk/Screening and Resource Fair. The Fair was created with a special focus on improving health in the African American, Hispanic and Pacific Islander populations through good nutrition and physical activity. The honorary chair is motivational speaker and physical fitness expert, Donna Richardson Joyner. Lunch will be served following the walk.

Sixth Dads Count Fatherhood Breakfast and Awards Ceremony
May 19, 7:30 am - 9:00 am. A father's involvement is vital to the healthy development of his children and San Mateo County is working to increase awareness of that. Conversely, a father's lack of involvement has a huge negative impact on his children's development, including school readiness and social skills. This event seeks to publicly recognize the importance of men as fathers, grandfathers and mentors to children; gain support from the business, legal and government communities for fatherhood efforts; gain visibility for the Fatherhood Collaborative; recognize family friendly employers and provide an opportunity for networking around fatherhood activities in the county.
The Keynote speaker will be Jim Plunkett, former quarterback for the San Francisco 49ers and Oakland Raiders, Heisman Trophy Winner and MVP of Super Bowl XV. He is also a father of two.
This event is sponsored by The Fatherhood Collaborative of San Mateo County and the government, legal and business communities in San Mateo County. The Fatherhood Collaborative is an Advisory Committee to the San Mateo County Board of Supervisors and consists of organizations and individuals dedicated to supporting fathers' active involvement in the lives of their children and families.

Annual Jobs for Youth Fundraising/Awards Breakfast

Livable Communities for Successful Aging Forum
May 30, 8:30 am - 1:30 pm. The purposes of this forum are to create awareness among seniors about the benefits of living in areas with easy access to needed services such as transportation, shopping and recreation; to hear from seniors as to how San Mateo County's transit-oriented development (TOD) areas can be designed to better meet the needs of our aging population and to generate greater acceptance and support for housing that meets seniors' transportation and other needs.
The forum will educate seniors about TOD, identify what is needed to make TOD irresistible to seniors and engage them in the support of the development of senior-friendly TOD projects throughout San Mateo County.

Tenth Annual Update on Dementia: Translating Research into Practice
June 4, 8:00 am; registration begins at 7:00 am. Hear about the latest research on dementia and Alzheimer's disease from scientists and clinicians at this day-long program. Topics discussed include Mild Cognitive Impairment: The Current Status; Bathing Without a Battle; Love, Sex and Alzheimer's; and "Caring for Someone with Dementia When You Are LGBT: Understanding the Diverse Issues." Physicians, nurses, LCSWs, LMFTs, RCFE administrators and nursing administrators can earn seven CMEs/Continuing Education Units.

Threshold 2008 Online Dialogue on Public Voice for Housing Choices: May 5-16
Help build the public voice on San Mateo County’s housing choices by participating in an online dialogue. Sponsored by Threshold 2008, a group of San Mateo County community leaders who have been working for the past five years to raise public awareness about the county’s housing challenges, this online dialogue is one of many ways Threshold 2008 hopes to engage and educate people about this issue, revealing new solutions through broader community input.
During the dialogue, you’ll explore the issues and tradeoffs involved in confronting the housing problem, considering key questions such as:
- What does a housing solution look like?
- Who should have an opportunity to live and work here in the future?
- Who should decide what housing gets built and where?
- How should we pay for new housing?
- What role should the public play in this issue?
Talk with others in small group discussions designed to help people come up with practical solutions; read and post messages at times that are most convenient to you. The results of the dialogue will be shared with city and county officials, business leaders, housing advocates and the media, as well as all registered participants and the broader public.
From May 5–16, the Online Dialogue will be open to anyone who lives or works in San Mateo County because they are all affected by the limited supply and high price of housing. Threshold 2008 Online Dialogue is the public's opportunity to discuss housing and quality of life issues with neighbors and experts. Our leaders need to know what you think.

Bay Area Libraries Launch Free2 Marketing Campaign
Bay Area libraries have launched an unprecedented marketing campaign to reintroduce communities to their local libraries. Taking its cue from “Got Milk?” and similar industry image-raising efforts, the Free2 Campaign is designed to raise awareness of the central role libraries play in people’s lives and how libraries are meeting increased demand for a new host of services, from Internet access and video games to health care information and dance classes.
The Free2 Campaign is an 18-month effort with special events and promotional activities at 165 library locations in San Francisco, San Mateo, Santa Clara, Alameda and Contra Costa counties. According to Luis Herrera, City Librarian in San Francisco, the campaign will help dispel clichés about libraries while promoting how such vital democratic institutions keep adapting in the digital age.
“Thanks to libraries, we are free to do so much,” he said. “We surf the Web. We can compete with friends in video games. We discover new worlds. We transport ourselves to other times and places through good books. We research new business ideas. We learn English as a second language. We attend lectures, panel discussions, author readings and more. We connect with friends and family. The library is an amazingly empowering place to connect, learn and play.”
Implicit in the campaign’s core concept, Free2, is a question for library customers and supporters: What are you free to do or be thanks to your local library? The campaign is launching with the Free2Contest, inviting audiences to describe, in 25 words or less, how they are “Free2.”
Ten grand prize winners will be chosen and announced in June, plus be eligible to be featured in future campaign ads. Entries can be made online at WeAreFree2.org through May 15.
Some notable names have already shared their ideas on how they are Free2, including California Senator and Assistant President pro Tempore Leland Yee, who represents San Francisco and San Mateo; David Talbot, founder of Salon.com and author of Brothers: The Hidden History of the Kennedy Years; and Craig Newmark, the Web entrepreneur behind Craigslist.org.
The marketing campaign is the first of its kind for a library system in California, with thousands of ads, fliers, posters and stickers appearing across the Bay Area. The campaign is spearheaded by the Bay Area Library and Information System (BALIS), Silicon Valley Library System (SVLS) and Peninsula Library System (PLS). Upcoming activities, events and special features will be highlighted on the campaign’s Web site www.WeAreFree2.org.

May is National Foster Care Month
In California, there are approximately 80,000 children in the foster care system; most are temporarily placed due to parental abuse or neglect. There are approximately 400 children in the San Mateo County foster care system; 22 percent are between ages 0-5, 29 percent are between ages 6-12, and 50 percent are between ages 13-18. Like other child welfare systems, there are disproportionate numbers of children of color in the San Mateo County system. Of the children currently in foster care, 33 percent are of Hispanic origin and 28 percent are African American. San Mateo County child welfare staff members are cognizant of this critical issue and have begun work to address it.
At the age of 18, many of these kids "age out" of the system and become homeless. The San Mateo County Board of Supervisors set aside funding to develop permanent transitional housing for emancipating foster youth and will celebrate the grand opening of the Grand-Orange Emancipated Foster Youth triplex on May 8. Like other Bay Area counties, San Mateo County urgently needs foster parents to keep children in their neighborhoods so they can be supported by familiar things in their lives like going to the same school and being with their friends and teachers. There is also a high demand for culturally diverse foster parents who can care for teens, sibling groups and medically fragile children. Unfortunately, there are only 148 licensed foster homes (foster care and adoption) in the county; 65 are licensed specifically for foster care only, and 32 licensed parents will take in foster teens. No matter their age, all youth in foster care need a meaningful connection to a caring adult who becomes a supportive and lasting presence in their lives.
Children in foster care are capable of overcoming the repercussions of previous abuse and neglect but they need a helping hand. Thanks to people who serve as foster parents, relative caregivers, mentors, advocates, social workers and volunteers, many formerly abused or neglected children and teens will either safely reunite with their parents, be cared for by relatives or be adopted by loving families. National Foster Care Month is an opportunity to thank these unsung heroes in San Mateo County.

San Mateo County Citizen Review Panel Launches New Web Site
The San Mateo County Citizen Review Panel (SMCRP), established in 1994, provides opportunities for members of the community to play an integral role in ensuring that the Child Protective Services (CPS) System in San Mateo County is protecting children from abuse and neglect and meeting the permanency needs of children.
SMCRP is an independent body funded by the State Office of Child Abuse Prevention through the San Mateo County Human Services Agency. Members meet monthly to identify approaches to improving the child welfare system in the county and to review implementation of recommendations made in its annual report to the State Office of Child Abuse Prevention. For more information about SMCRP and its work, visit www.smcrp.org. SMCRP currently has openings for new members; membership criteria is available on the Web site.

Students organizing the event have surveyed their peers to determine careers with the most student interest. Jewish Family and Children's Services YouthFirst BIZCamp: July 7 - 18
Jewish Family and Children's Services YouthFirst will be hosting their annual summer BIZCamp, a two-week introduction to entrepreneurship for teens age 14-18.
BIZCamp is a collaboration of the National Foundation for Teaching Entrepreneurship (www.nfte.com) and will be offered in JFCS's San Mateo office, located at 2001 Winward Way. During the program, filled with interactive exercises, guest speakers and field trips, participants will learn the fundamental concepts of business development. They will create a business plan that incorporates strategic planning, marketing and financial analysis. At the end of the BIZCamp, participants will compete for cash prizes for business start-up costs, awarded by a panel from the business community.

Sheriff's Office Summer Internship Program: Applications due May 16
The San Mateo County Sheriff’s Office is offering Summer Internships to individuals 18 years of age and older. There are 15 positions open in the Crime Lab, Patrol, Office of Emergency Services (OES), Records, Investigations and the North Fair Oaks Community Festival. All applicants will go through an interview and background investigation prior to appointment. The salary is $12 per hour.
