Public Charge Project
“Public Charge” is a term used in immigration law to describe persons who cannot support themselves and who depend primarily on the government for their support. The Department of Homeland Security, Citizenship and Immigration Services (DHS-USCIS), formerly the INS, can deny a person’s application for lawful permanent status, or green card, if it believes someone will rely mainly on the government for support. As a result, many documented and undocumented immigrants do not receive public benefits, including health insurance, to which they are legally entitled because they fear that using these benefits will jeopardize their immigration status. The Legal Aid Society's Public Charge Project aims to educate people about what this law really means. Click here to read more…

Public Charge Project
The Legal Aid Society of San Mateo County, in collaboration with the Children’s Health Initiative, established the Public Charge Project. It is aimed at educating immigration attorneys, notarios, and community-based organizations that work primarily with the Chinese, Filipino, and Latino immigrant communities about what the public charge law really says and allow families to access the benefits they need. The Project’s outreach campaign entails working in conjunction with community-based organizations, disseminating bilingual know-your-rights materials about public charge to individual families and agencies, and responding to questions about public charge from both service providers and community members. The Project hopes to decrease the number of children in San Mateo County who do not sign up for health insurance benefits to which they are entitled because of a misunderstanding of the law.

If you believe your organization or other community agency would benefit from the Public Charge Project and the free training that is provided, contact Victoria Dorn, Communications Associate for the Legal Aid Society of San Mateo County, at 650-375-0185, ext. 3355.

Linguistic Access
In partnership with county agencies, community organizations and Gibson and Associates, a countywide assessment of linguistic access to health care services in San Mateo County was performed. The committee realized that language could be a key barrier to achieving positive health outcomes.

The study’s key findings and recommendations point to some promising approaches as well as areas of significant concern. It identified over 30 primary languages spoken in San Mateo County and indicated the need to assess multiple factors simultaneously, such as social, economic and systemic barriers to care. The study also outlines specific actions and strategies organizations around the County can take to improve accessibility of services for LEP clients.
