Child Advocates of Santa Clara and San Mateo Counties is a nonprofit
organization that trains and supports volunteers to stand up for the
best interests of abused and neglected children placed in our local
foster care system. Approximately 3,000 children who have been abused,
neglected or abandoned are now in the Santa Clara County and San Mateo
County foster care systems. Child Advocates has been providing
essential services to this vulnerable population since 1986. The
organization trains and supports Court Appointed Special Advocate
(CASA) volunteers to work one-on-one with children and to represent the
best interest of children involved in the foster care system. Child
Advocates is part of a nationwide network of more than 975 Court
Appointed Special Advocates (CASA) programs serving about 280,000
children every year.
Over 400 needy children are on the local waitlist for an Advocate. Training is offered 12 times each year.

is here and the heat has made us all want to head for the beach, but
San Mateo County programs and nonprofits remain hard at work serving

San Mateo County Child Welfare System Improvements Update – Differential Response
San Mateo County is one of eleven counties in California redesigning
its child welfare system in order to improve the lives of children and
families with a three-pronged strategy in prevention, protection, and
permanence. One of the three strategies, Differential Response, is to
provide comprehensive social services when responding to allegations of

Director of the Human Services Agency to Stay on for a Few More Weeks
County Manager John Maltbie has announced that Maureen Borland,
Director of the San Mateo County Human Services Agency, will stay on in

EPA CAN DO has Moved
Effective July 5, East Palo Alto Community Alliance and Neighborhood

New Dental Program for Uninsured Children
On June 30, 2005, the Children’s Fund established the Maureen Borland

New Male Involvement Program - MIP
The San Mateo County Health Department received a Male Involvement Program (MIP) grant. The objectives of the MIP are:

To promote the roles of males in the prevention of teen and unintended pregnancies.

To increase the number of fathers who support the economic, social, and emotional well-being of their children.

To
support and promote the development of self-assured, future-oriented
youth capable of navigating through adolescence to responsible
adulthood.

Seton Health Services Foundation’s Charity Golf Classic
August 4 - 5. Proceeds
from this 24th Annual Charity Golf Classic will benefit the Seton
Medical Center Coastside Emergency Department and the Radiation
Oncology Program at Seton Medical Center in Daly City. Seton Medical
Center and Seton Medical Center Coastside are the largest providers of
charity health care in San Mateo County. Highlights of this event
include lunch and dinner for all golfers, Casino Night on Thursday,

Free Shakespeare in the Park Debuts in San Mateo

Social Marketing Conference
August 11 - 12.
The topic for this 8th Annual California Nutrition Network for Healthy,
Active Families conference is “Cultivating Communities with Healthy
Eating and Active Living.” The Conference will focus on the innovative
strategies that influence healthy eating and physical activity in
low-income communities throughout California. Speakers will highlight
ways in which communities are taking charge of their “obesegenic”
environments and have made progress in improving the healthy eating and
active living landscape. Those attending the conference should leave

Artists on the Hill 2005
August 13, noon – 4:00. This
one-day exhibition and reception presents 20 local artists’ artwork to
the community, while at the same time raising funds for Mission Hospice
of San Mateo County. The artists donate 20% of their artwork sales to
Mission Hospice. The exhibition includes fashion and jewelry designers,
painters, sculptors, and photographers.

CCAT (Children’s Collaborative Action Team) Monthly Meeting

Senior Day at the San Mateo County Fair
August 16.
This year’s San Mateo County Fair runs from August 12-21. Seniors, age
62 and better, will receive free admission from noon – 6:00 on Tuesday,
August 16. The Seniors’ Meeting Pavilion will feature exhibitors from
the fields of retirement living, travel and leisure, safety and
security, finance, health care, computer technology, career options,
recreation and sports, and nutrition.

Daly City Peninsula Partnership Collaborative (DCPPC) Retreat

health, education and social services they need to be successful in

Sunset Idea House
October 7 – January 22, 2006.
In fall 2005, Sunset will present their green-built Idea House, a
first-of-its-kind collaboration between the magazine, members of the
state of California’s Sustainable Building Task Force, and builder
Clarum Homes.
The
Sustainable Building Task Force sought Sunset to build a home that
would demonstrate to the public the latest advances in green building
design and construction, as well as champion the benefits of
sustainable building practices.
The
Idea House will be built beside an identical demonstration house, where
people can see the “inside” of a green-built home. Plexiglass cutaways
will expose walls, floors, and ceilings, and the eco-friendly features
and materials that compose them.

Housing Leadership Day
October 21. The
Housing Leadership Council’s next big community event is Housing
Leadership Day. It is the Council’s solutions-oriented annual
conference which brings together policy makers, elected officials,
advocates and community members to spark discussions and to create

Network of Care Web Site Launched Help
The Network of Care for Seniors and People with Disabilities in San Mateo County Web site is http://sanmateo.networkofcare.org/aging.
This Web site is a resource for individuals, families, caregivers, and
agencies seeking information about issues and services for older adults
and people with disabilities. It provides information about services,
laws, and related news, as well as communication tools. Other features
include sections on Legislation, Prescription Assistance, Assistive
Devices, and Links to state and national resources.

San Mateo County Child Welfare System Improvements Update – Differential Response
San Mateo County is one of eleven counties in California redesigning
its child welfare system in order to improve the lives of children and
families with a three-pronged strategy in prevention, protection, and
permanence.
One of the three strategies, Differential Response, is to ensure child
safety and to provide comprehensive social services when responding to
allegations of abuse and neglect. The Human Services Agency and
community partners will assist families with a wide array of social
services (not solely Child Welfare Services) on a case-by-case basis
when allegations of abuse and neglect are reported through the Child
Welfare hotline. A case is assigned one of three paths based on the
assessment of the allegation:
Path 1 - Community Partner Response:
Assessment of the case is such that there is a low risk of harm to the
child, but the child appears safe. The family, however, may need
supportive services to overcome difficult life situations or parenting
challenges. Community partners help the family with immediate resources
including counseling, parenting classes, and emergency food assistance;
in addition, they help connect the family with a multi-disciplinary
team to secure additional resources. Furthermore, the community
partners continue their contact with the family on a regular basis to
ensure engagement of services to resolve the problems and prevent
further crisis. Families voluntarily use these services.
Path 2 - Joint Response (Human Services Agency/Community Partner):
Assessment of the case is such that there is low to moderate risk of
harm to the child. Staff from the Human Services Agency Child Welfare
Services and the community partner work as a team to assess the
family's situation, offer supportive services, and follow-up to help
the family. Families are encouraged to use these services, but it's
voluntary. However, if a family situation deteriorates and the child is
at risk, the social worker will intervene and take necessary actions.
Path 3 - Human Services Agency Response:
Assessment of the case is such that there is moderate to high risk of
harm to a child. This path is most similar to the child welfare
system's traditional response. Social workers will do a complete child
safety and risk assessment and take immediate action, which may include
filing of a petition in Juvenile Court to seek specific court orders to
ensure the safety of the child. Mandatory court ordered services are
provided to engage families with solutions to make needed improvements.

Director of the Human Services Agency to Stay on for a Few More Weeks County
Manager John Maltbie has announced that Maureen Borland, Director of
the San Mateo County Human Services Agency (HSA), will stay on in her
current role for a few more weeks. Ms Borland was to retire at the end
of July.
Mr. Maltbie issued a memo to the San Mateo Board of Supervisors
temporarily placing the HSA director recruitment on hold until a
Board-approved, county-wide organizational study is completed. The
study may have possible organizational design impact on county
departments, including the Human Services Agency. In the interim, Mr.
Maltbie will appoint an acting HSA Director.

Fatherhood Collaborative Announces New Coordinator

The mission of the Fatherhood Collaborative of San Mateo County is to
provide a forum to address and support the importance of men and
fathers in taking an active role in the well-being of children and
families. Since 1998, The Fatherhood Collaborative of San Mateo County
has served as an incubator for initiatives and activities seeking to
improve the lives of children, fathers, and families. The Fatherhood
Collaborative works with agencies and individuals in San Mateo County
to implement new and creative methods to reach out and assist fathers
and families. Specifically, the Collaborative sponsors Dad and Me @ the
Library, Dad and Me @ the Park, and the annual Dads Count Breakfast.

New Male Involvement Program
Teen pregnancy prevention programs in San Mateo County have worked hard
over the last few years to reduce teen pregnancy rates. According to
“Children in our Community: A Report on Their Health and Well-Being,”
teen births have declined by 39% among 15-19 year olds from 1996-2003.
Although this decline has been significant, there is continued need for
quality programs that educate youth about this issue. In alignment with
this need, the Maternal, Child, and Adolescent Health Department
successfully applied for a grant from the State Office of Family
Planning – California Department of Health Services that focuses teen
pregnancy prevention efforts toward young men.
The objectives of the Male Involvement Program are:
- To promote the roles of males in the prevention of teen and unintended pregnancies.
-
To increase the number of fathers who support the economic, social, and
emotional well-being of their children.
-
To support and promote the development of self-assured, future-oriented
youth capable of navigating through adolescence to responsible
adulthood and contributing positively to society.
There are four components that fulfill the objectives of the MIP:
-
Sexuality and reproductive health education, which is provided at no
cost to “high-risk” young men. The definition of “at risk young men”
includes those young men who are at risk of early or repeat fatherhood.
These young men consist of, but are not limited to, those who are
incarcerated, attending alternative schools, or are participants in
other venues where young men gather for a programmatic service provided
by a San Mateo County organization.

A peer program, which identifies 4-8 young men who have exhibited
strong leadership skills. These young men are recruited into the peer
program and are given a budget to conduct a community activity focused
around teen pregnancy prevention. The culmination of their project is
presented at a conference in the spring of each year called the “Young
Men’s Summit.”
-
A referral service that allows young men to access reproductive health
services. The County has partnered with various providers who will
provide free STD testing, basic physical exams, and general health
counseling free of charge to the young men. The young men can also
receive condoms and literature at these clinics.
-
Young men who are fathers can also attend a weekly support group where
they receive education on how to care for a young child, learn about
their legal rights as fathers, and are linked to other resources
throughout the County. The support group is free of charge and free
food is provided at the weekly gatherings.
Overall,
the MIP strives to instill the values of leadership and responsibility
and to reduce teen birth rates. For more information about the MIP, or
if you would like the education program brought to your young men’s
