San
Mateo County Child Welfare System Improvements Update
The Children and Family Services division of the Human Services
Agency is committed to ongoing child welfare system improvements
to enhance and improve services to better serve children and
families in the community.
In
2001, Children and Family Services, in collaboration with
community partners, implemented the
Family to Family Initiative. This initiative was based on
four concepts: community partnerships, team-based decision
making, targeted foster parent recruitment and retention,
and continual self-evaluation.
Today, building on this strong foundation, San Mateo County
is one of eleven counties in California redesigning its child
welfare system in order to improve the lives of children and
families with a three-pronged strategy in prevention, protection,
and permanence. These strategies are:
• Ensure
child safety and provide comprehensive social services. Working
with community partners, a different response
strategy is now used to provide a wide array of social services
for children and families. This new approach offers more protection
for children from abuse and neglect and provides enhanced early
intervention services.
• Assemble the important people in a child’s life
to plan for his or her future. A team-based case-planning strategy
is used, effectively involving family members and community
partners in the child’s case-planning process. This new
method helps provide permanence and stability for children
and reduces re-entry into the foster care system.
• Find
permanent homes and lifelong connections. Foster children
need nurturing and permanent homes in their own neighborhoods,
as well as healthy lifelong relationships with caring adults,
in order to successfully transition into adulthood when they
exit the foster care system.
The
Human Services Agency collects and analyzes data in order
to measure
the effects of the child welfare system improvements
on child safety and well-being. The Agency’s ongoing
efforts to improve the child welfare system include partnering
with other child protective stakeholders, such as the San Mateo
County Superior Court/Juvenile Department, the Probation Department,
the Health Department, Mental Health Services, birth, kin and
foster parents, and community partners.

Jennie Hwang Loft, Human Services Agency, Public Information
Officer/Legislative Liaison, 650-802-6433

Landlord
and Tenant Information and Referral Collaborative (LTIRC)
Closes
Five years ago a group of nonprofit agencies, local government
agencies, and an apartment owners association came together
to explore ways to assist San Mateo County renters and landlords
with accurate, easily accessible information and referrals
for their questions and challenges related to landlord and
tenant issues. From that effort, the Landlord and Tenant Information
and Referral Collaborative (LTIRC) was founded.
Despite
intense efforts over many months, the LTIRC was unable to
secure additional funding and was required to cease operation
as of June 30, 2005. In order to ease the impact on the community,
the LTIRC leadership has made provisions to keep the Web
site “live” for the next couple of years (www.landlordtenantinfo.org)
and has printed an extra supply of its brochures for distribution
in the community.
